2019 Fire Drills Held at University of International Business and Economics
校新闻网讯（保卫处供稿）为全面提升全民消防安全素质，夯实火灾防控基础，进一步提高师生员工消防安全意识，2019年11月6日和7日，我校先后在行政办公楼和虹远宿舍楼举行了以“居安思危、防患于未然，共建平安校园”为主题的年度消防疏散联合演练暨消防安全系列教育活动。
The University of International Business and Economics’ Department of Security conducted a fire drill on November 6th and 7th, 2019 at Administration Building and Hongyuan Building. This two-day fire drill was aiming to emphasis on the importance of fire emergency and educates all school members with proper fire protection practices.

11月6日11时20分,行政楼消防疏散演练率先举行，隆重拉开了2019年度 “119”消防宣传月活动的大幕。行政楼是校领导和主要职能部门的办公场所，在学校各项工作实施中扮演着不可替代的角色。演练模拟行政楼南侧某房间出现火情，校巡逻人员发现火情后迅速向学校监控指挥中心报警，楼内安保人员立即操作手摇式报警器，通知楼内师生紧急撤离，校微型消防站队员穿戴全套消防战斗服迅速赶赴现场。在楼内人员被疏散到行政楼西侧开阔区域后，两辆校园微型消防车和楼内消火栓水枪同时喷水，进行模拟灭火。整个演练流程严谨、队伍配合熟练，在较短时间内迅速处理了火情，切实做到了训练有素、措施有力。
On November 6th 2019, Administration Building held its first fire drill at 11:20 A.M. The mock fire started at the men’s restroom on the second floor of the Administration building. Department of Security set the environment-friendly smoke bomb on the first floor of the Administration Building to simulate smoke. In the meantime, security guards in the Administration Building used the hand-operated siren to notice people leave the building and called fire emergency number. Two minutes later, firefighters in uniforms came with two fire trucks; they then used fire hoses to extinguish the “fire” by spraying water on it. At the end of the evacuation process, the fire was extinguished successfully. All firefighters are highly disciplined and put out fire with effective actions.

随后，参与演练的人员采用无烟环保的电子灭火器，进行了实地模拟灭火体验，提升在面对火灾等突发事件时的自我救助能力。在校的校领导、行政楼办公的各职能部门教职员工、保卫处、后勤与基建处相关工作人员、物业服务人员代表共150余人参与了演练。此次演练丰富了校园消防安全宣传培训的内容和层次，为我校办公楼和教学楼消防应急疏散积累了良好的实践经验。
During the fire training, people used environment-friendly fire extinguishers to put out the mock fire. President Xia Wenbin, Vice President Wang Qiang, Chair of the University Council Jiang Qingzhe, heads of Department of Security, Department of Logistic and Department of Infrastructure Management, staffs within the Department of Security, faculties work in the Administration Building and more than 100 students participated in this fire drill. The temporary command group members include the Director of Department of Security Liu Jie, Deputy Directors of Department of Security Li Yong and Tu Shuai. In addition, faculties and students who involved in this fire drill experienced firefighting, self-aid, escape methods from the simulated fire disaster. This fire drill offers a helpful reference for the fire emergency drills of other buildings on campus.

11月7日中午，作为我校“119”消防宣传月活动的重头戏，一年一度的虹远楼消防疏散联合演练在虹远楼及其南侧小广场举行。我校王强副校长、朝阳区小关街道办事处赵一帆副主任亲临现场观摩指导演练，朝阳区消防救援支队太阳宫中队工作人员、我校相关职能部门负责人、各学院分党委副书记、辅导员、学生代表及贸大附小师生千余人参加了活动。
From 12:40 PM to 16:30 PM on November 7th, 2019, the second fire drill was held at Hongyuan Building, which is the largest apartment building in Asia. For the second fire drill of 2019, Vice President Wang Qiang, Director of Subdistrict Office of Chaoyang District Zhao Yifan, Director of Department of Security Liu Jie, Deputy Directors of Department of Security Li Yong and Tu Shuai, head and firefighters of Taiyanggong Fire Department Station, head of the relevant functional department of UIBE, faculty, student and The Primary School Affiliated to UIBE representatives and more than 1,000 people attended this drill.

12时40分，王强副校长宣布联合演练正式开始。虹远楼五层西南角宿舍出现火情，滚滚浓烟从楼内冒出，值班人员发现后迅速报警，保卫处迅速启动应急处置预案，按照疏散、灭火、救助同步进行的方式迅速有序开展工作。2名携带应急抢险设备的队员率先赶赴现场，疏散组4名队员装备指挥工具随后进入楼内，配合宿管工作人员有序疏散人员通过楼梯通道撤离至虹远小广场，校微型消防站灭火主要力量、警戒组、医疗抢救组、工程技术人员迅速进入。同时，通讯组队员拨打119消防报警电话，准确说明火情相关信息，指引消防车到来。接到消防报警信息几分钟后，太阳宫中队出动的云梯救援车、喷水灭火车等六辆消防车在内的灭火救援力量到达现场，一辆消防车架起水炮朝虹远楼方向喷水，楼内救援人员用室内消防栓水枪朝篮球场方向喷水，采取强攻近战策略，进行模拟灭火。经过消防官兵的努力和我校各相关部门人员的协同配合，楼内被困人员均顺利疏散，火险被成功扑灭，灭火救援任务圆满完成。
Shortly after 12:40 PM, smoke was spotted in Apt. 5237 on the south side of the Hongyuan Building. A smoke machine used by firefighters made it look like smoke was billowing down the hall prior to the fire alarm being pulled. Two minutes later, the medical group, technical personnel, and security guards came. While the Department of Security got the fire emergency alert, they sent the campus fire truck and determine the fire size. Since the “fire” was uncontrollable, Campus Fire Station called 119, the national fire emergency number. Later, larger fire trucks from Taiyanggong Fire Department Station came and started extinguishing the fire by using the fire hoses. This fire Drill is supported by Taiyanggong Fire Department Station, they provided six fire trucks include turntable ladder truck, pumper fire truck, conventional fire truck, and fire safety propaganda vehicles. In the end, the fire drill evacuation was completed successfully.

演练过程中，各小组分工协作、配合有力，圆满完成所承担的任务，整个演练过程规范、有序、顺畅，在场师生精神抖擞、参与积极，演练取得良好宣传教育效果。随后，王强副校长对演练进行了点评。他指出，安全工作是做好一切工作的前提和基石。面向未来，希望在属地和学校全体师生员工的共同努力下，以本年度消防宣传日系列活动为契机，以深化校地共建机制为抓手，奋力开创校园及周边安全齐抓共管新格局，真正做到守一方稳定、保一方平安。
The whole fire drill process was orderly and went smoothly and all the fire drill groups cooperated to divide and accomplish the task very well. After the annual fire drill, Vice President Wang Qiang said he wishes both faculties and students strengthened their awareness of fire safety through this fire drill and pay more attention to campus safety. In the future, he hopes we can get more opportunities to work with our affiliated school and pay more attention to campus safety.

随后，保卫处组织在场人员体验模拟灭火、疏散逃生馆和心肺复苏等应急救援项目，实地参观了解消防专业设备，本次演练同时纳入了学校“成长惠园”平台“安全教育通识课程。模拟灭火体验区还原了初起火灾现场，体验人员面对模拟火焰，手持电子灭火器对准火焰根部进行扫射灭火，该体验模式突破了传统火盆演练局限性，无烟环保、循环利用，将实训现场带入现实，吸引众多师生参与，得到了众多好评。模拟烟雾逃生模拟火灾发生现场的浓烟环境，让参加体验的人员用毛巾或衣物捂住口鼻，弯腰低头扶墙，沿着疏散标识快速逃生。该体验有助于师生员工掌握安全逃生与疏散技巧，提升师生逃生技能并增强意志力。
The fire training includes simulated firefighting, evacuation, CPR and etc.. It is also one of the mandatory safety education courses. There will be more online safety education courses students could select in the future. For the training, the Department of Security used the digital fire system and simulated fire training equipment. The digital fire system creates basic or intense fire scenarios with extension and simulates fire conditions where getting water on the fire isn’t the primary objective. It also provides students and faculties an effective training system for tactical firefighting and ventilation techniques. During the training, trainees utilized a laser-driven fire extinguisher to practice whether they have properly aimed the simulated fire and are properly sweeping the nozzle of the extinguisher. To successfully extinguish the fire, the trainees must sweep the extinguisher across the bade of the fire. If they aim just below or just above the base, the flames will diminish, but will not be extinguished. This simulated fire training uses an environment-friendly way to teach both students and faculties the importance of preparation for an emergency that requires them to leave the classroom, dorm, and office and how to response to the fire. During the evacuation training, trainees must crawl low under the smoke keeping mouth covered a wet towel. The purpose of this experience is to improve escape skills and increase willpower.

在心肺复苏体验项目中，专业培训人员对心肺复苏操作要点进行详细解释，在场人员掌握理论知识后进行实际操作演练，在享受乐趣同时学会了重要的急救技能。在消防装备展示区，消防队员详细介绍了消防工具及服装的功能并进行了演示，不时回答参观人员提出的疑问。此次展示不仅普及了消防安全知识，更加深了师生们对消防装备的了解，在增强安全意识的同时，提高了个人消防安全素养。
The CPR training was taught by the professional CPR instructor, he showed students and faculties the CPR training process step by step. They learned first-aid skills while having fun. A demonstration of using fire safety equipment was conducted by the experts from Taiyanggong Fire Department Station to sensitize the staff and students about life-saving and rescue techniques in case of fire. This experience was aiming to learn more about the firefighting gears and improve the awareness and action on fire safety.

值得一提的是，此次保卫处邀请了贸大附小的100余名师生参与活动，不仅将“大惠园”的安全理念延展到“小惠园”，更是让消防安全从娃娃抓起的意识落到实处。体验过程中，广大师生员工不仅掌握安全逃生与疏散技巧，同时收到了保卫处工作人员发放的自制消防安全宣传资料和实用的消防宣传纪念品，在场人员纷纷为本次活动点赞。
This year, the Department of Security invited teachers and students from The Primary School Affiliated to UIBE to this fire drill. The purpose of this invitation is to improve students’ safety awareness at a young age. After the simulated fire evacuation, students and faculties joined the fire training, CPR practice and received fire safety handouts and fire safety gifts.

不间断排查消防隐患，不断加强与属地政府和消防部门的交流合作，不忘初心、牢记使命，在校园消防安全工作上精益求精，是保卫处一贯秉持的理念，也是本次演练成功举行的基础。后续，保卫处将继续组织“消防安全知识进学院”、“师生体验消防博物馆和消防中队”等多种形式的系列活动，切实将消防理论和救援实践相结合，将消防安全宣传活动落到实处，不断提升师生员工消防安全意识、增强自救逃生能力，为创建“平安、和谐”校园打下坚实基础。
Each year, the Department of Security inspects and maintains fire extinguishers regularly to ensure they’ll work in an emergency. The faculties of the Department of Security put a lot of effort into campus fire safety work, and really enjoy working as a team with local government and fire departments. November is the fire safety month and more events will be held in this month, such as fire safety knowledge in departments, visit Fire Museum, visit Fire Station, and etc.. The objective of fire drill is to create awareness among the students and faculties, of firefighting techniques and the ways to respond swiftly in times of such emergency situations and create a safe and sound campus.
